The xml of the configuration monitor (e.g. [job_chain_name].config.xml) can hold documentation for the chain and for job node parameters. The configuration can be edited in the Job Editor.
The Operations GUI should be able to show this documentation as well.
The [job_chain_name].config.xml will be merged into the [job_chain_name].job_chain.xml file. Job Scheduler should allow and forward new elements in that xml.
The Operations GUI is then able to get the complete content of the configuration file and read the documentation node.
